Updated risk levels for education providers were released earlier this month. While some providers saw improvements, others unfortunately dropped their level.

What’s particularly concerning is the lack of transparency and the biassed nature of these calculations. The risk rating doesn’t reflect the provider’s quality of education or compliance practices—instead, it’s largely based on immigration processing outcomes, which are often out of the provider’s control.

Consider this example: when a visa is refused for a student package that includes both ELICOS and VET courses, both education providers are penalised—even though neither has control over the other’s operations, the vetting process, or the applicant’s profile. Ironically, the same applicant might have been approved just six months earlier.

In a time where international student numbers are declining, ad hoc visa refusals are rising, and there’s no clear immigration policy, it’s becoming increasingly challenging for providers to select the “right” students.

To support you, we’ve prepared a practical guide for administrators to better navigate these risk assessments and student selections.
