PRISMS Provider Limits Updates – Effective 31 October 2024

The Department of Education has rolled out important updates to PRISMS on 31 October 2024 to help providers understand and manage their indicative 2025 limits under the new Provider Limit framework. This development is a step toward implementing a managed system that supports sustainable growth in the international education sector.

While the final implementation of these limits is still subject to the passage of the Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024, this initial PRISMS release provides valuable insights for providers:

What’s New:

  • Indicative 2025 Provider Limits: Providers subject to the National Planning Level (NPL) now have access to their initial 2025 allocation of New Overseas Student Commencements (NOSCs), along with a view of their current student pipeline.
  • Tracking and Reporting: The new ‘Provider Limit’ field on the PRISMS Home screen shows the allocated limit, confirmed NOSCs, and estimated limit usage if all students commence.
  • Exemption Functions: PRISMS will now auto-apply certain exemptions for students in specific categories (e.g., standalone ELICOS, higher degree by research, students from the Pacific and Timor-Leste). However, exemptions like foreign government scholarships will require further provider input.

Looking Ahead: Over the next few months, the Department of Education will introduce additional updates to PRISMS to further enhance limit management, including targeted notifications, NOSC re-credits, and NPL compliance support. These changes aim to offer providers a comprehensive, user-friendly system to ensure compliance and optimal management of their student enrolments.
